QCCTC Central

Terms of Service

Proposed effective date: The date these Terms are approved and published System owner and administrator: Jessica Bradford Contact: jessicabradford@qcsd.k12.ms.us

1. About QCCTC Central

QCCTC Central is a personally owned and administered management system made available by Jessica Bradford for authorized work connected with the Quitman County Career & Technical Center. QCCTC Central is not represented as being owned by the Quitman County School District.

Use of school-issued Google accounts, district email addresses, school or program names, or authorized work records does not transfer ownership or administration of QCCTC Central to the school district and does not represent the system as district-owned.

These Terms govern access to and use of QCCTC Central. By signing in to or using the system, you agree to follow these Terms and any applicable school district policies, employment duties, laws, and records requirements.

2. Authorized users

QCCTC Central is for staff and other users who have been expressly authorized and assigned a role in the system. Access is limited to the workspace, programs, records, and actions assigned to that user.

An authorized account is personal to the assigned user. Users must not share passwords, verification codes, authenticated browser sessions, or other access credentials. Users must promptly report suspected unauthorized access to the system administrator.

3. Authentication and account information

QCCTC Central uses Cloudflare Access and Google OAuth to verify identity. Users must sign in with the Google account authorized for their roster assignment. The system may deny access when the Cloudflare Access identity, Google identity, or QCCTC Central roster assignment does not match.

A school-issued or district-domain Google account is used as an identity credential for authorized access. Its use does not mean that the school district owns, operates, sponsors, or administers QCCTC Central.

QCCTC Central does not ask users to provide their Google password or verification code to the system administrator.

4. Roles, permissions, and preview mode

Users may access only the information and actions allowed for their assigned role and program scope. Attempting to open a hidden or direct route does not grant permission to use it.

The Director's View Role feature is a quality-assurance preview. It does not change the authenticated Director into another employee. Preview mode is read-only and must not be used to submit, approve, delete, assign, close, or otherwise change live records as the previewed role.

5. Appropriate use

Users may use QCCTC Central only for authorized operational, instructional, administrative, student-support, facility, safety, and CTE-management purposes within their assigned responsibilities.

Users are responsible for the accuracy and appropriateness of information they enter. Users must have permission to submit or link any document, evidence, or personal information they place in the system. Users should enter only the information reasonably needed for the work being recorded.

6. Prohibited use

Users must not:

7. Records and submissions

QCCTC Central records the authenticated identity responsible for electronic actions separately from the person assigned to perform work. Submission, correction, resubmission, review, status, notes, evidence references, and history may be retained to support accountability and oversight.

For managed Support Staff work, Assigned To identifies the work owner. Entered By and Updated By identify the authenticated Director or Front Office user who electronically created or changed the record. A Support Staff owner without a login is not represented as the electronic actor.

Users must not treat staging, review, synthetic, or test records as instructional or official production records. Records clearly labeled as tests remain test evidence only.

8. Third-party services

QCCTC Central relies on services provided by Cloudflare and Google. Use of those services may also be governed by their applicable terms and privacy practices. Availability may be affected by those providers or by internet, account, or identity-service interruptions.

9. Privacy

The collection and use of information in QCCTC Central are described in the QCCTC Central Privacy Policy. The Privacy Policy is part of these Terms.

10. Availability and changes

The system owner may maintain, update, restrict, suspend, or discontinue access when reasonably necessary for security, maintenance, legal compliance, or system operation. Reasonable efforts will be made to preserve approved records and provide recovery procedures, but uninterrupted access is not guaranteed.

QCCTC Central is not an emergency reporting service. Urgent safety or emergency matters must be reported through the appropriate emergency and district procedures.

11. Suspension or termination of access

Access may be suspended or removed when a user is no longer authorized, changes roles, violates these Terms, creates a security risk, or when suspension is otherwise required for lawful system administration. Removal of access does not automatically delete records that must be retained for accountability, recovery, legal, or operational purposes.

12. Ownership

QCCTC Central's independently developed software, system architecture, and original design elements are owned by Jessica Bradford or the applicable licensors, except to the extent ownership belongs to another person or organization. School district names, marks, policies, forms, records, employee-created work, student information, and other third-party content remain the property of their respective owners. Authorization to use QCCTC Central does not transfer ownership of the system or of any underlying district or third-party information.

13. Disclaimer and limitation

QCCTC Central is provided as an operational management tool on an as-available basis. Uninterrupted or error-free availability is not guaranteed. Users remain responsible for following applicable district procedures, legal requirements, and required official systems when QCCTC Central is unavailable or when another process controls. Nothing in these Terms waives or limits any right, duty, or responsibility that cannot lawfully be waived or limited.

14. Governing requirements

These Terms are governed by applicable law in Mississippi. Applicable law, valid school district policy, and mandatory employment or records obligations control if they conflict with these Terms.

15. Changes to these Terms

These Terms may be updated when the system, legal requirements, or service providers change. The published page will show the effective date. Material changes will be communicated to authorized users when reasonably required.
